you missed the “m” on “them” in the first sentence. How can someone answer your question when you can’t copy the text correctly? Some of Rosseau’s punctuation isn’t modern and that adds to the confusion, like after “true right” should have a semi-colon…true right; and enjoyment into proprietorship.
I think he’s talking about the idea that businesses reside in a certain country that lay claim to their property so that the state owns to a degree owns the property of the businesses which he says isn’t so bad because there are benefits such as being protected from invasion by other countries and being part of the state’s community where there are other business owners that act collectively to a degree and that the state supports, even though business pay taxes to the state for being actually owned by the state. So, in effect, it comes out pretty even with more benefit, actually, going to the businesses that reside in a country.
